The "1st Annual BWR operator training seminar" was held to celebrate the 35th anniversary of the founding of BTC (September 20-21,2006). About 40 administrators from various utility companies got together for the occasion..

The seminar was composed of 3 sessions: a lecture meeting session by BTC and by a guest professor, a BTC facility tour session (operation demonstration), and a Q&A and discussion session.
In the lecture meeting session by BTC, 3 main items were reported: (1) the most ideal practice training structure, (2) quantitative evaluation methods, and (3) new trial for training. These are the results are several activities that BTC has been tackling up until now.

The guest lecturer for the lecture meeting session was Professor Kazuhiko Kudo of Kyushu University graduate school. Professor Kudo has been a member of the responsible operator exam committee for over 4 years. The subject of the lecture was "What is expected of the responsible operator and operating staff/ more enriched operator training."
Professor Kudo gave a lecture about the basic concept of safety culture, risk management, human error, and education and training etc.

In the BTC facility tour session, the characteristics of the "Training of Operation and Management during Periodic Inspection Course" were demonstrated using our simulator. This course was developed by BTC and put into practice in fiscal year 2005. During this session, observers were able to view a demonstration of operator training dealing with: (1) reactor pressure vessel pressure-resistance test, and (2) emergency diesel generator automatic pickup test.

Before the Q&A and discussion session, BTC listened to the requests from power company participants and answered them during the session.
The requests included various aspects related to: (1) the training structure, (2) isolation of BTC from other agencies, (3) skill evaluation standard and test result treatment, (4) countermeasures against plant design variations, (5) skill evaluation technique, (6) fundamental action (7) developing new training courses, and (8) modifying team exchange course, exchange course and periodical inspection training course.

Professor Kudo received many questions and comments from attendants and views were exchanged interactively.
BTC is utilizing the various opinions from this seminar to improve our future training.
